Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are issued from multiple capitals. Significant resources is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
